this is bobbin lace, one particular kind of lacemaking! the thread is wound on bobbins, which are used to weave/braid the lace. the lace pattern itself is pinned to a pillow or form to keep its shape and the proper tension.

not all (handmade) lace is made this way, you might see tatted lace, created out of knots with a single hook or shuttle, or needle lace, where a needle and thread are used to create lace out of hundreds tiny stitches. each is different in style, durability, and how long it takes to make.
